Human Resource - Vacancy Details JOB SPECIFICATION JOB TITLE: HR Advisor (maternity leave cover)LOCATION: Shefford, Bedfordshire REPORTING TO: HR Advsor/HR Manager Background: A local authority employing circa 300 people is seeking additional temporary assistance in their Human Resources Team. They are to merge with another local authority and about to undergo the resulting reorganisation. The post is for a period of 9-12 months but this would need to be reviewed towards the end of the period. You will provide a comprehensive, professional human resources service to managers, staff and members. Working proactively with managers and giving advice and support across the full range of the generalist human resources remit, including employee relations, employment law, recruitment, training and development, reward, and HR IT systems. Besides contributing to the development of Human Resources Strategies to meet the future needs to the Council and support their implementation. Key Tasks and Responsibilities: To work proactively with managers to recruit high quality people and ensure recruitment procedures are complied with and processes are effective, timely and cost effective within own area of responsibility. Will include writing/advising on wording of adverts, media selection, selection methods and interviewing for appointments where deemed necessary. Promote good relations between management and employees and provide advice to resolve any issues/problems ensuring that managers maintain responsibility for owning any issues. Where necessary may include involvement in formal disciplinary and grievance issues as well as informal matters. Proactively work with managers/officers in identifying key training and development needs and subsequently assisting in creating/sourcing appropriate learning packages. Co-ordinate delivery of corporate training events and deliver in-house training as required. Provide sound advice to officers at all levels and external partners where required, on matters relating to conditions of employment within the parameters of Conditions of Service, National Conditions of Service and Standing Orders. Analyse statistics including sickness absence and liaise with managers/officers where problems are identified. Ensure the HR Information management system continues to be fit for purpose. Report and policy writing as required. Provide sound and up-to-date advice on employment law and best practice. Play a proactive role in working on strategic change initiatives with senior managers and Directors. These are areas that they have identified as requiring immediate support, but this is a very busy time for the HR team. They are therefore highly likely to require assistance in other areas spanning the entire HR remit. Person Specification: A generalist practitioner who has been exposed to all areas of Human Resources Should be prepared to assist in all areas Preferably but not necessarily at least 5 years experience in Human Resources Local Government or other Public Sector experience would be an advantage Ideally CIPD qualified or equivalent Package: c£35-40,000 (or pro rata if part-time).
